Abstract: This paper investigates mineral resources governance (MRG) in Zimbabwes platinum group metals (PGMs) sector, examining the underlying causes, mechanisms, and dynamics of governance failures that perpetuate the resource curse. Despite possessing the worlds third-largest PGMs reserves, Zimbabwe experiences severe governance deficits resulting in revenue leakages estimated at US$32 billion over two decades, with ongoing annual losses of US$1.2–1.9 billion.
