Abstract: Poor mineral resource governance (MRG) poses serious challenges for Zimbabwes extractive industry, particularly the Platinum Group Metals (PGMs) sector. Revenue losses, regulatory inefficiencies, and reductions in transparency and accountability have resulted from overlapping responsibilities, institutional duplication, corruption, and political interference. These challenges are exacerbated by security force involvement in extractive industry investments beyond their compliance enforcement mandate.
