Abstract:
Gender targeted policies are increasingly becoming part of everyday program before and during the Sustainable Development Goals (SDGs) period unto 2030. Many programmes have been introduced to ensure enforcement of gender policies on women empowerment but despite government efforts to address the issues, women disempowerment is still endemic in Kenya especially in counties located in Arid and semi- Arid Lands (ASAL) including Narok county. The study was guided by cultural lag theory by William Ogburn.
