Abstract: This research is a normative research, namely a research that examines the provisions of positive law and legal principles. The approaches used are the statute approach and the conceptual approach . In analyzing legal materials, inductive and deductive methods are used alternately adjusted to the subject matter of the study so that the results are expected to be accountable.
