Abstract: The role of public administrators is considered most significant in changing society and administration, however, an efficient, responsive, transparent and accountable public administration is of principal importance for the appropriate functioning of a local community, besides, it is a core part of democratic governance and the elementary means through which government strategizes to accomplish the implementation of its amalgamation objectives.
