Abstract: Timely and predictable disbursement of scholarship funds is critical to sustaining participation in secondary education, particularly among households with limited financial capacity. Delays in the release of scholarship funds may expose beneficiaries to fee arrears, temporary school exclusion and, ultimately, discontinuity of schooling, thereby undermining the effectiveness of publicly funded scholarship programmes.
