Abstract: In the process of coaching prisoners, the participation, support and control of the community and local government are needed in order to restore and improve the self-image of prisoners because prisoners are an inseparable part of society. This study aims to examine, analyze and find the responsibility of local government in implementing prisoner development in Correctional Institutions.
