Abstract: Community-based tourism development is closely related to community empowerment and gender mainstreaming. The existence of the Kenjeran Beach Amusement Park managed by the Surabaya City Government provides ample opportunities for local residents to trade around tourist attractions. The obstacle to developing community-based tourism lies in the low ability of human resources in the field of entrepreneurship to increase business scale, innovate and improve according to the demands and standards of tourists.
