Abstract:
In this work we have focused particularly on the province of North Kivu particularly the city of Beni by dealing with three situations in particular: the fire in the home, attack of bandits and health problems. During these situations the victim proves anxiety that makes it difficult to easily alert an appropriate service for rapid intervention. It should be noted that the population does not have enough effective means to alert and rescue teams have difficulty locating the victim accurately and in a short time. This is how we set the objective of allowing rapid and precise intervention in the event of distress on the part of the population but also to make available to the population a simple way to alert the emergency services in real time and in an easy way.
