Abstract: In Kenya, the promulgation of the 2010 constitution brought a new structure of governance with a two-tier outlay consisting of the national government and the County governments. The 2010 Kenyan Constitution Chapter 7 outlines the Representation of the People as a concern for fair representation of all people.
