This study was intended to obtain information and clarity on the application of the effectiveness of activities of members of Aceh recruitment civil governance in office. As the target to be achieved in this research is a merit system employee placement Explaining the Civil Echelon II and III in the Papua provincial government. The approach in this study using a qualitative approach to the type of explanatory research. This study was conducted to explain the merit system in the recruitment of structural officials in the era of special autonomy.
