Abstract:
The Constituency Development Fund (CDF) is a government initiative in Zambia designed to allocate financial resources to community-driven development projects. In recent years, the CDF has undergone significant reforms and increases in funding to better address the needs and priorities of local communities, particularly focusing on women and youth through the establishment of the Women, Youth, and Community Empowerment Fund within the CDF framework. As of 2024, the CDF allocation has risen to K30.6 million per constituency, up from K1.6 million in 2021. Notably, 20% of these funds are earmarked for women and youth empowerment, accessible through loans or grants.
