The quality of human resources is determined by the learning process in educational institutions, especially higher education. In Indonesia, the process of managing education in higher education is regulated in Act no. 12/2012. The quality of higher education can be determined by aspects of governance and organizational culture that exists in organization. With good governance and good culture, it can support the performance of educational institutions. This is a literature review research to describe conceptual framework between good governance to organizational culture and organizational culture to organizational performance especially in higher education in Indonesia. This conceptual framework has not been widely discussed by researchers. The researcher hopes that the results of this study can serve as a guide for further research to prove empirically the conceptual framework.
