The study acknowledged the strategic role of tertiary education in the development of high level manpower that are critical to the economy, but are grossly impeded by financial constraints. The study therefore investigated the application of positive discrimination to the invisible loan funding option in the planning of tertiary education in Imo State, Nigeria. It adopted the descriptive survey design, with all the state owned three tertiary institutions as the population.
